Board games are cheap, or free if you already have them.
My son is one and so I take him to the indoor play area at the mall. I am just careful not to walk by any stores, so I don't get the urge to spend $$.

We have a new Community Center with an indoor pool that we plan on using this Winter ($3.00 for an adult and the kids are free.)
Library Storytime

My gir's love to decortate cookies and cupcakes, so we do that sometimes
Pajama Days, where we stay in and watch movies and have popcorn for lunch (not very healthy, but fun!)

We have wonderful free library activities like story times, puppet theaters, craft times, etc.
We also have great mall play areas at 3 local malls. Our weather is really wierd here in the winter, it can be 30 one day and 70 the next, so we try to take advantage of those nice days and picnic at our local park, play on the eqipment and feed the ducks and geese at the pond there. We also have a fabulous art museum that is free but asks for donations if you can do it, so I'll leave a few dollars in the thing (it's really a top notch facility, I'd hate to loose it). There is also an inflatable play zone that we sometimes go to that charges $3 for 3 hours of play, I've never gone to their open play times, but it is the most popular place around for birthday parties, we've been to 6 in the past year. We do alot of arts and crafts here at home and we do alot of baking (always a favorite with my kids).

All of thoses things sound fun. Your money is just to tight for outings So we play games dress up, story time, and alot of science stuff my 7 yr old loves it DD thinks it is cool. and alot of art and crafts. they don't seem to have much at school.

We don't necessarily stay indoors! We go skiing, sledding, ice skating, etc. We love winter around here.

We also love to do things outdoors, tabagonning, snowshoeing, cross country or downhill skiing, building snow forts, snowball fights etc
Also in our area there are several museums that have free admission and some that don't, but that's a nice way to spend the day, walking around the museum for a few hours, eat lunch there etc
At home things like cooking together, board games, treasure hunts etc

Well, it costs a little bit of money- but we do some crafts- our personal fave is making pinecones for birds- you know- put peanut butter on it and roll it in bird seed- it's nice when you are outside playing in the snow and you see the all kinds of birds! We play games. We also check out the library and that sort of thing!

Storytime at the library and even some of the bookstores around town
Tuesday at our local museum is free in the afternoon
Bake/cook. DD loves to help mommy cook so we may bake cookies or cupcakes
Take lots of walks and go to the playground
DD is very into working on puzzles right now
