I think Capital One tried to pull one over on me. I read on another site that a woman had done the 3.99% balance transfer that they offered last month, but when she got her bill it was 10%. She had to really fight with them to get it changed to 3.99% as advertised. So I opened my bill today and one spot said 3.99% and one spot said 9.5%. I called and politely explained the situation and was on hold for 5 minutes while she "pulled up my information". She came back on and told me her records showed 3.99% and it must be a misprint on my bill regarding the 9.5%.
Plus I've seen shows like 20/20 doing a special on these low rate transfers. Be sure not to be late on this card or any other bills because that's a reason they give to jack your rate up.

By the way, I learned something a few years ago. When you're put on hold for a long time, they are often expecting you to hang up and give up. I worked for a major company, and when a vendor would call, they buyer would put them on eternal hold, rather than be polite. It got me to thinking, so I started asking around and checking. Yep, it is a real practice, even in the customer service arena. Report it if it happens a lot with a company and see what happens. If this is a habit, tell the person you expect them to come back on the line within three minutes.
