Due to the fact that we live in a townhouse and do not "own" our yard, I can not dig it up to put in a garden. I was perusing the garden section at Walmart and say these seed hanging basket kits. They had hanging baskets that grew tomatoes and stawberries and small porch containers that had 3 kinds of peppers, green beans, etc.
Has anyone ever tried these, when do i buy them? How do I take care of them? Do they actually produce fruit & veggies, if the basket is 8inch around how many actual fruti should I excpect.
I live in PA and still havve temps in the low 50's at day and 30's at night... when do I buy these if I am going to buy them.. HELP

I wait until our last frost before putting anything outdoors....but you could start them inside now...then they should be well established when it's warm enough to hang them outside.

Definately wait til the risk of frost is gone to start...
You might want to look for books on container gardening at your local library, that will give you a lot of information all at one place or check out the internet, there are tons of gardening sites, as you might imagine.
We've done tomatoes and strawberries in containers and they do just fine...you need to feed them, make sure they get plenty of light etc
