I found some interesting information on starting seeds indoors for transplant outside on our Extension Service website. Though the dates of planting may vary from place to place in the US - I found the other info very useful and thought someone else may too.
When starting them inside there are some things you want to remember, like using proper light, sterile containers and not getting too excited. Starting too early can leave you with spindly plants that don't transplant well.

Do you have to use special lighting, or can natural light be good enough? Just not sure how much money I have to invest, to get my plants to grow.

I have never started seeds, however the aritcles I have read state it's important you have LOTS of light. Plants that do not have enough light will often end up tall and spindly ~ a "stout" plant is better for transplanting. Most also recommend a south facing window with unobstructed light. If this can't be obtained then you should supplement with artificial light. A good average of light for a seedling is 14 hours per day. Remember though, that with all the light plants need ~ they also need a period of darkness for rest.
I am sure that seeds can be started without artificial light (as it's been done for ages), you may just have better luck or bigger plants with it.
