I really think that it is Vincent and Valerie. The reason why I am saying that is that they are "dating"- yet you never see them together and on todays episode when the blackmailer had Theresa in the room- he/she was saying that she is mean and so on- and she had been mean to both Valerie and Vincent.
At first I thought it was Alistar and also thought that it was Beth- but I honestly could not see Beth letting Luis go to death row.
