I've always read if they've been frozen and thawed, don't refreeze. I personally wouldn't, especially with meat! Now as long as they are still good I would cook them then freeze them, that's okay.

Since they're hotdogs and processed to the hilt, I would probably refreeze them. They may be a little tough when you grill them, but they'd be okay I would think.

I refreeze them all the time and never have a problem. They are not a raw meat you don't have to heat them up to eat them (not that I would) so they are fine.
